The honest answer is that there's no fixed number — professional manga pages range from a single full-page splash to eight or nine tiny panels crammed into one page. But that doesn't mean it's arbitrary. Panel count is one of the main tools manga uses to control how fast a reader moves through a scene, and once you understand the underlying logic, choosing panel counts stops being a guess.

The core idea: panel count controls reading speed
Every panel a reader's eye lands on takes a beat of time, roughly speaking, regardless of how much "story time" it depicts. More panels on a page means more beats, which means the reader experiences that page as taking longer — even if the events shown happen in seconds. Fewer, larger panels compress that reading experience, making the same page feel faster or more weighty.
This is the whole trick: panel count isn't really about how much happens in a scene, it's about how much time you want the reader to spend experiencing it.
A rough panel-count guide by scene type
These aren't rules, they're starting points — professional artists break them constantly for effect. But if you're not sure where to start:

Notice the pattern: the more dramatic weight a single moment carries, the fewer panels it gets. The more kinetic or rapid the scene, the more panels — because each additional panel adds a beat, and a fast scene wants lots of short beats stacked up.
Panel count and page turns
Manga (especially the tankōbon/right-to-left format) treats the page turn itself as a pacing tool. A cliffhanger panel placed at the bottom-right of a spread, right before the reader turns the page, gets amplified because the turn itself creates a pause. This is why big reveals are so often placed as the very last panel on a page rather than mid-page — the panel count leading up to it matters less than its position relative to the turn.

Don't confuse "more panels" with "more story information"
A common beginner mistake is packing panels onto a page because there's a lot of plot to get through, rather than because the scene calls for that pacing. This produces pages that are technically information-dense but read as rushed and flat — nine panels of characters standing and talking reads slower and worse than three well-chosen panels with more visual variety (a close-up, a two-shot, a reaction shot).
If you find yourself cramming panels to fit plot, that's usually a sign the scene needs to be compressed in the script stage, not the layout stage — cut dialogue or combine beats before you start subdividing the page.
Panel size within the count matters as much as the count
Two pages can both have five panels and read completely differently depending on how the page is subdivided. A page with one large panel and four small ones directs the eye to linger on the large panel — it's the "main event" of the page, with the small panels as supporting beats. A page with five roughly equal panels reads as more even-paced, moment-to-moment.
